Systemd always boot to reach the default.target defined at /etc/systemd/system/default.target

default.target is a symbolic link to target unit.

Runlevel Target
0 poweroff.target
1 rescue.target
2, 3, 4 multi-user.target
5 graphical.target
6 reboot.target

To add service to launch for the multi-user.target, add a symbolic link to the service unit in /lib/systemd/system/multi-user.target.
